Trade Organisation (WTO) to establish
colleges, universities and other technical
or professional institutions in India as
commercial ventures. The WTO regime
considers education as a tradable service
and a commodity and student as a customer
in clear legal terms.

UGC will monitor the academic outcomes
of the institutes on annual basis. The
outcome of graduate students should not
be lesser than 50% and the teacher-student
ratio should not drop below 1:20.
