Explanation :

Perimeter of circle is 2 *pi* r
If the radius is increased by 50% then(say) it is 1.5 and the new  circumference will be = 2 * pi *(15/10) = 3pi
Ratio of new to old circumference will be 3pi / 2pi=3/2, an increase of 50%
